I'm really not sure. I can see how someone might've thought cursing Garou to speak differently was entertaining, but this one seems mean-spirited. Perhaps they feared Kazunari was brushing off their emotions and wanted him to be more open, and the attempt went poorly?
Garou's lasted about 48 hours, I believe? Based off when I know he was still affected. Indeed. It's hard to say what their intentions were without knowing what the exact effect is.
